I've seen this referred to as the Nebelwerfer as well. Mislabeling, or simply incorrect on their part?

After world war one Germany had restrictions place on how much of certain kinds of weaponry they were allowed to posses or develop. Heavy artillery was one of them. The restrictions didn't mention rockets, so they were free to experiment and deploy, even before the Nazis ignored the restrictions entirely. Rockets could drop one hell of a lot more explosives per round than conventional artillery, and without the need for incredibly massive guns that were almost non-portable.
Well I've seen that, I've also seen documentation for the machine here to be called Nebelwerfer.
Might have just been an oops though.
